Low Carbon Liquid Fuels Project Development Grant - Helpful background information to support your application

As part of Action 2 of the NSW Government’s Renewable Fuel Strategy, $5 million is available in grant funding to co-fund project development studies for commercial-scale low carbon liquid fuels (LCLF) production and refining facilities in New South Wales. The objectives of the LCLF Project Development Study Grant (the Program) are to:

  • accelerate a pipeline of investment-ready, commercial-scale LCLF production and refining projects in New South Wales
  • reduce the cost and risk to proponents of producing bankable, investment-grade project development studies
  • improve the quality and consistency of cost estimation across proposed LCLF projects, supporting comparability for subsequent state and Commonwealth investment decisions
  • support NSW-based projects to develop robust, investment-grade feasibility documentation that improves project readiness to compete for Commonwealth funding opportunities including the Australian Renewable Energy Agency's (ARENA) Future Made in Australia (FMA) Innovation Fund LCLF priority
  • reduce the state’s exposure to imported and geopolitically exposed liquid fuel supply and support the state’s net zero commitments.

This Program provides funding to support project development studies including pre-feasibility, feasibility and front-end engineering design (FEED) studies for commercial scale low carbon liquid fuel production and refining projects submitted to the Investment Delivery Authority (IDA) market sounding EOI round in May 2026. Projects need to be technically mature and tested at commercial scale domestically or globally. Applicants need to demonstrate a credible pathway to a final investment decision following completion of the funded project development study.

The Low Carbon Liquid Fuels Project Development Grant is part of the Industrial Decarbonisation Initiative and is administered by the NSW Department of Climate Change, Energy, the Environment and Water.

Navigating the application form

On each application form screen (page), you will find a ‘form navigation’ contents box, which links directly to every page of the application form. Click the link to jump directly to the page you want.

You can also click 'next page' or 'previous page' at the top or bottom of each page to move forward or backward through the application.

Saving your draft application

If you wish to leave a partially completed application, press 'save and close' and log out. When you log back in and click on the ‘my submissions’ link at the top of the screen, you will find a list of any applications that you have started or submitted.

You can reopen your draft application and continue where you left off.

You can also download your application, as a draft or completed version, as a PDF. Click on the 'download PDF' button located at the bottom of the last page of the application form.

Submitting your application

You will find a ‘review and submit’ button at the bottom of the navigation panel. You need to review your application before you can submit it.

Once you have reviewed your application, you can submit it by clicking on 'submit' at the top or bottom of the screen or on the navigation panel. You will not be able to submit your application until you have completed all the compulsory questions and there are no validation errors.

Once you have submitted your application, you cannot edit your application further or upload any additional support materials.

When you submit your application, you will receive a confirmation email with a copy of your submitted application attached. This will be sent to the email you used to register.

If you do not receive a confirmation of submission email, then you should presume that your application has NOT been submitted. Also, check your spam or junk email folder.

Attachments and supporting documents

You may need to upload/submit attachments to support your application. You need to have these documents saved on your computer, or on a storage device.

You need to allow each file to upload before trying to attach another. Files can be up to 25MB each. However, we recommend you keep each file to a maximum of 5MB.

Completing an application as a group or team

Multiple people can work on an application using the same login details. However, only one person at a time can work on the application. Ensure you save your application as you go.
